霍爾木茲海峽局勢再度升溫，伊朗明確表示絕不做出任何讓步。值此波斯灣國家日之際，Mojtaba Khamenei 發表聲明，宣告進入一個「新階段」，並承諾不惜一切代價確保這條戰略要道的安全，同時捍衛國家的核計畫與飛彈計畫。
Khamenei 的這番表態，是他上任以來最為強硬的之一。值得回顧的是，就在同一時期，伊朗總統 Masoud Pezeshkian 曾表示，美國的海上封鎖「違反國際法」，註定「以失敗告終」。
實質上，Khamenei 不願放棄既有立場，並準備承接其父親在衝突初期所劃下的強硬報復路線。須記得，大阿亞圖拉 Ali Khamenei 於 2 月 28 日在美以聯合打擊中身亡。在今年 3 月的首次公開講話中，年輕的 Khamenei 誓言，將繼續封鎖霍爾木茲海峽作為「施壓槓桿」，並呼籲海灣阿拉伯國家關閉美軍基地。他的父親早在 2 月就曾警告稱，伊朗據稱擁有足以讓美軍艦艇「沉入海底」的武器。
在今日的演說中，Khamenei 再次強調，伊朗的核能力與飛彈能力是國家的資產。顯而易見，現政權無意就在其武器計畫上展開談判。由 Ahmad Vahidi 領導、且在伊朗政治中地位日益居中的伊斯蘭革命衛隊（IRGC），堅決反對在霍爾木茲海峽主權問題上作出任何讓步，更不用說在核問題上妥協。
與此同時，美國方面則開始披露限制措施的實際規模。美國中央司令部週三晚間宣布，自封鎖開始以來，已部署 42 艘商船，並在油輪上扣留了 6,900 萬桶伊朗原油。海軍上將 Brad Cooper 稱此為在限制伊朗海上貿易方面的「非凡」成就。
伊朗方面自 4 月 18 日起則幾乎實質關閉了霍爾木茲海峽：IRGC 警告，任何接近該海峽的船舶都將被視為「與敵人合作」，並成為攻擊目標。
綜上所述，Khamenei 宣布戰爭進入「新階段」，並承諾維護波斯灣安全以及伊朗的關鍵計畫。他顯然不打算從其強硬立場上退卻。
