The primary reason for the sell-off was a significant decline in US tech sector stocks, which historically triggers corrections in the cryptocurrency market. Notably, the market for stablecoins continues to shrink. Since its peak in May, it has lost $10 billion. This is not about capital fleeing from crypto, but rather a structural redistribution within the industry, provoked by the GENIUS Act. The document, signed in July 2025, directly prohibits issuers of payment stablecoins from paying returns to holders, and the rule proposed in February by the OCC threatens to extend this ban to affiliated structures attempting to recreate income-generating economies through workarounds. Congress has effectively turned stablecoin ownership into a zero-interest loan to the issuer, and the market reacted predictably—money that had nowhere to go with zero returns began to look for alternatives.
This alternative has become tokenized treasury funds, whose volume has nearly increased to $16 billion from a record $11 billion back in March. The yield-bearing USYC from Circle has surpassed BUIDL from BlackRock, while JPMorgan's product grew by 87% in just one month. Thus, the very $10 billion that left the total capitalization of stablecoins has shifted into instruments that pay holders income, meaning that is where idle savings should be under the current restrictions.
The situation directly echoes the institutional restructuring documented by several initiatives in recent months. The Open USD consortium, uniting over 140 companies led by Visa, Stripe, Mastercard, and BlackRock, was initially conceived not as another issuer but as an infrastructure layer allowing businesses to integrate tokenized dollars into treasury operations alongside other financial instruments. Even Citi's optimistic forecast for the stablecoin market at $1.9 trillion by 2030, which previously relied on the assumption of continued supply growth, now suggests a different sequence of events—first expanding payment applications and then growing capitalization behind real demand, rather than the reverse, as had happened throughout the previous decade.
